The Finance and Management Service (FMS) stays true to its commitment to comply with the implementation of the  DSWD Quality Management System (QMS) which is ISO 9001:2015 certified. In the recently conducted  1st Quarter FMS Quality Management Review (QMR) last March 16, 2023, FMS Quality Management Team (QMT) and Director Wayne C. Belizar emphasized the mandates of the FMS to provide support to the operations of the Department and to ensure the delivery of service to all its stakeholders including both of the internal and external clients.

“Most of our customers are internal, meaning they are our fellow workers in the DSWD. We don t distinguish between internal and external. Whatever we do for our external clients, we are also expected to deliver to our internal clients. The same quality of service is expected of us. We are expected to always revisit our systems” Dir. Belizar said during his speech.

The QMR is a quarterly activity which serves as an opportunity for the difference offices in the DSWD to ensure continuing suitability, adequacy, effectiveness, and alignment with the strategic direction of the Department. It is also a venue to assess the performance and effectiveness of the implementation of the Quality Management System (QMS) and provide channel  for significant decision-making which is elevated to the GASSG QMT.

GASSG-Finance Cluster Deputy Quality Management Representative Assistant Secretary Janus G. Siddayao also graced the activity where he reiterated the directives of DSWD Secretary Rex Gatchalian. “I would like to encourage everyone to support our acting Secretary, Secretary Rex Gatchalian in realizing his aspirations for the Department which includes digitalizing services, getting rid of red tape, and strengthening the Ease of the Delivery of Social Services.”

The QMR was attended by the different members of the FMS QMT which includes the process implementers, Document Custodians, Internal Quality Auditors, and focal persons for the  7S of Good Housekeeping, Anti-Red Tape Unit, Knowledge Management, and ISO. Included in the agenda items were the Status of Previous Management Review Agreements, Updates on the Compliance of FMS to the QMS, Preparatory Activities in the conduct of CY 2023 1st Semester Internal Quality Audit, Compliance to Regulatory Agencies, and presentation of Issues and Concerns per Division.

  1. Hope you would improve the payment system of the Department to thier service providers that takes more than sixty days from date of submission of SOA. As per MOA 30 days should be.
