The Financial Management Service (FMS) plays a critical role in supporting the Department’s success by developing and implementing effective financial plans. These plans ensure that adequate resources are available for programs, projects, and activities that contribute to achieving the organization’s desired outcomes and fulfilling agency mandates.
On June 19 to 21, 2024 at the Club Balai Isabel, Talisay, Batangas, the FMS-Grants Division under the leadership of Ms. Antoinette L. Duero organized a three (3) days Mid-Year Planning and Monitoring Evaluation Workshop with the participation of all divisions, current year retirees, and some retired employees of FMS.
THE TALK SHOW EXPERIENCE
The talk show featured a lively and informative discussion with all Supervising Administrative Officers of FMS Divisions. Ms. Maria Glaiza B. Santos from Office of the Director, Ms. Rosalia P. Bisuna from Cash Division, Ms. Dolores Bumanlag from Accounting Division from Regular Programs, and Mr. Coldwald Malcolm A. Reyes from the Budget Division from Regular Programs for Day 1. Ms. Shiela Marie P. Vista from Grants Division, Ms. Odessa T. Villaceran from Budget Division for Special Projects, Ms. Dahlia D. Blanco from Accounting Division for Special Projects, and Ms. Mary May R. Cabansag from Office of the Assistant Director for Day 2.

The dynamic duo, Ms. Shine Mae S. Jacobe and Mr. Weliam G. Molabola from the Budget Division for Regular Programs, took on the role of hosts for the event. They engaged attendees with some random questions, such as, “What is the most challenging task in your division, and how do you address it?” Responses varied, with the participants highlighting their strategies, including participating in team-building activities, working extra hours, and seeking guidance from senior employees.
Their lively interaction provided invaluable insights into the challenges and solutions faced by the FMS divisions within the organization. By probing into the most pressing issues and uncovering diverse strategies, they facilitated a meaningful exchange of ideas and experiences. The discussion underscored the importance of teamwork, perseverance, and mentorship in overcoming obstacles. The event not only shed light on effective problem-solving approaches but also fostered a sense of community and shared learning among attendees. As a result, participants left with renewed motivation and practical insights to tackle their own challenges more effectively.
REVIEW OF RISK MANAGEMENT PER DIVISION AND RISK IDENTIFICATION

The review of risk identification and management per division are essential for maintaining financial stability and ensuring the success of government operations. As public sector entities face increasing complexities and uncertainties, robust risk management strategies become vital for safeguarding assets, enhancing accountability, and optimizing resource allocation.
Mr. Glenn Patrick A. Leynes from the Policy Development and Planning Bureau (PDPB) – Management Division (MD) assists divisions in identifying and developing strategic risk management frameworks that align with organizational goals and regulatory requirements. His expertise emphasizes the importance of effective contingency planning, which involves anticipating various scenarios and preparing actionable responses to ensure resilience and adaptability.
A NIGHT OF CELEBRATION AND INSPIRATION
SHOWCASING FMS TALENTS!
Each division will prepare a 5-minute presentation infused with Summer Vibes! Expect a creative blend of at least two of these elements: song, dance, skit, spoken word poetry, or stand-up comedy. This provides an excellent opportunity for divisions to showcase their talents, teamwork, and collaboration among team members, including Division Chiefs, Supervising Officers, and Unit Heads.
Search for the Best Dressed: Search for the Best Dressed or Star of the Night, featuring two representatives from each division.
Honoring FMS Retirees: A special tribute will be given to this year’s four FMS retirees: Ms. Maria Lourdes M. Tablate (FMS-ADSP), Ms. Emelita A. Guiraldo (FMS-OD), Ms. Jocery A. Iporac (FMS-CDRP), and Mr. Miguelito R. Pineda (FMS-BDRP). They will share their inspirational messages with the entire FMS family.
