The Financial Management Service (FMS), in collaboration with the Information and Communications Technology Management Service (ICTMS), developed the Integrated Accounting, Budget and Cash Information System known as “iABCIS” formerly known as IFMIS, to streamline, integrate, and standardize the financial management reports and processes of the DSWD.

It’s worth mentioning that the initiative originated during the Business Process Review and Analysis (BPRA) session convened in Cubao, Quezon City, from December 5th to 9th, 2022. This SRS Document represents the conclusive outcome of the BPRA Workshop conducted during the same period, with the active involvement of specific Field Offices (CAR, NCR, MIMAROPA, CARAGA, V, and VIII) of DSWD.

OUR ONGOING EFFORTS

Last April 24 to 25, 2024, the FMS conducted an orientation for approvers and designated finance officers (DFOs) in line with the pilot implementation of IABCIS. This orientation provided a demonstration on how to register and login to the system. It also gives hands-on exercises on the Budget and Accounting module particularly on creation and approval of Reallocation Request, Obligation Request and Status (ORS) and Disbursement Voucher (DV).

OUR FUTURE TRAJECTORY

An advisory was issued dated May 3, 2024, regarding the updates on the Pilot Implementation of the IABCIS. The manual backtracking of the previous approved transaction shall only be until May 3, 2024.

May 6-17, 2024 – the FMS shall facilitate the processing and approval of all encoded transactions in iABCiS.

May 20, 2024 – the parallel implementation shall commence. Throughout this phase, the ORS and DV and other financial documents shall be prepared via iABCIS.

The management strongly supports this project, recognizing its potential to provide up-to-date, if not real-time, reports to DSWD management and oversight authorities through a simplified, effective system with robust internal control measures.
