The DIRECTOR of the FINANCIAL MANAGEMENT SERVICE (FMS) led its office in conducting the 3rd Quarter National Earthquake Drill (NSED) last September 07, 2023, at exactly 2:00 PM.

The DSWD, through Disaster Response Management Group and Administrative Service, and the Safety Evacuation Officers (SEOs) spearheaded the said activity in line with the NDRRMC Memorandum No. 006, s. 2023- RESUMPTION OF FACE-TO-FACE CONDUCT OF A NATIONWIDE SIMULTANEOUS EARTHQUAKE DRILL that intends to promote and instill earthquake preparedness in the public and in all government agencies given the country’s high exposure to earthquake occurrences.

Everyone was seen doing the Duck, Cover and Hold procedure, and the SEOs led the facilitation of earthquake and safety procedures. Moreover, all were seen carrying their DSWD Go Bags and Hard Hats (with respective nicknames—for fast identification) and proceeding to the designated evacuation site.

After the event, Director Belizar called for a management meeting with the Division Chiefs and/or their representatives to analyze the conducted drill and recommend some system improvements.

The following agreements were made:

  1. Creation of Financial Management Guidelines (FMG), an online and manual reporting guide for earthquake drills, where procedural steps for the post-earthquake drill reporting, such as safe and no response, are accounted for.
  2. Creation of FMG for random checking of supplies inside the DSWD Go Bag.
  3. Issuance of a memorandum regarding FMS-specific assignments/spots per division at the assembly.

Furthermore, everyone is expected to attend the 4th Quarter NSED, which is scheduled for November 09, 2023, at 9:00 AM.
