According to a study by the Asian Development Bank on the economics of climate change, the country stands to lose 6% of its GDP annually by 2100 if it disregards climate change risks. This same study found that if the Philippines invests 0.5% of its GDP by 2020 in climate change adaptation, it can avert losses of up to 4% of its GDP by 2100—clearly a short-term investment with a long-term eight-fold gain.

 

The Philippines is a disaster-prone area because of its topographic location. The government implements a program to be prepared and resilient in times of disaster. The effects of climate change are inescapable.

Annually, the effects of climate has been getting worse. It must be carefully planned and prepared to minimize the losses and damages that may be affected.

 

THE ROLE

 

 

Mr. Manuel F. Mendoza is performing his job with passion and dedication. He is one of the skeletal employees currently on a 2-day suspension, from July 24 to July 25, 2024.

 

 

 

 

 

Accounting Division for  Regular Programs (ADRP) under Financial Management Service, led by Chief Jobelle S. Rostata, is one of the offices of the Department of Social Welfare and Development that is always open and unstoppable to provide financial services despite heavy rains, flash floods, pandemics, and earthquakes.

 

In a 2-day suspension due to typhoon “Carina,”  all the units of ADRP were open to rendering financial services, as follows:

  • Pre-External Audit for processing disbursement claims from external clients like procurement, utilities, and training
  • OSEC has a duty to record financial transactions through the use of eNGAS.
  • Pre-internal audit for processing payroll, overtime, and reimbursement; and
  • The Consolidation Unit consolidates financial data and communications to other regions.

 

The ADRP is one of the offices that may help the DSWD attain its goals, mission, vision, and objectives by monitoring the funds, producing reliable financial reports, and communicating them to intended users.

 

DSWD funds in the form of money are a tool and lifeblood to execute the goal  of delivering programs and services to the poor and vulnerable. But the funds are so limited, restricted in nature due to their strict compliance with legal laws, issuances, guidelines, and other pronouncements coming from COA, DBM, and other financial institutions. (Commons,1924).

 

THE DESIGNATION AND AUTHORITY OF WORKFORCE

According to Special Order #4492 Series of 2023, effective 22 September onwards, that in the event will happen to work suspension. Each team shall serve as the skeletal workforce on a chronological and rotational basis. The purpose is to provide an oppurunity to all ADRP employees to work under skeletal arragements.
